Senator Steve Newman

A LEADER WE NEED

Steve and his wife, Kim, grew up here in Central

Virginia and were grade school sweethearts. They

were married in 1994 and they are the proud

parents of two children: Tyler, age 7, and Wesley,

age 4. Although Steve is only 38 years old, he has

12 years of seniority at the state capitol. He also

served four years in local government as well. As

our Virginia Senator, Steve’s commitment to family

was recently recognized by the Virginia Family

Foundation when they named him “Legislator

of the Year” for his leadership on pro-family

policies. He also received the Seniors Coalition’s

“Legislator of the Year” award for his work for

seniors, and has been consistently rated as one of

Virginia’s most pro-jobs legislators by the National

Federation of Small Businesses.

Fighting To Create Jobs

As our state senator, Steve has helped many local employers including Frito-Lay, Framatome, GE

Financial, and other businesses in Central Virginia. He has helped lead the effort to secure $4.3 million

for the Jobs Center at Central Virginia Community College. Steve has consistently been rated as one of

the Senate’s most pro-jobs legislators while working to eliminate job-killing government red tape.

Strengthening Families

From sponsoring the Defense of Marriage Act which defines marriage as between one man and one

woman to leading the effort to enact a Partial-birth Abortion ban to authoring Virginia’s Amber Alert

Legislation to find missing children, Senator Newman has stood tall for our faith and families.

Improving Schools And Keeping Lottery Funds At Home For Education

Steve authored the Constitutional Amendment that requires Lottery proceeds to go to education. Steve

has fought for lower class sizes and higher academic standards. Funding for K-12 education has

increased by over one billion in the last ten years with the support of Senator Newman. The results:

student’s reading and math scores are improving year-to-year. This year, Steve was selected by his

colleagues to be the Chairman of the Public Education Sub-Committee, and is a ranking member of the

Education and Health Committee.

Keeping Taxes Low and Protecting Senior Citizens

Steve understands that families need to keep their hard earned money to take care of our family needs.

He has been one of the Senate’s strongest advocates for making government live within its mean. Steve

has also received the Seniors Coalition’s “Legislator of the Year” award for his work to protect our

seniors including his opposition to unfairly taxing Social Security.

Reading scores for fourth grade

are at the highest level in a decade

and now our eighth graders are outperforming

the national average in

writing skills.

79% of VA schools now meet or

exceed the new higher academic

standards in Math, History, Science,

and English.

State funding for education has risen

by historic proportions in the last

ten years. Here in our area, state

funding rose 61%, while student

enrollment increased by only 9%.

$2.2 million was appropriated to

our district for K-3 class reductions

from a 20:1 ratio to a 14:1 ratio.

In addition, the district received

$715,458 for Early Intervention

Reading Programs.

Senator Newman wrote and sponsored the successful

Constitutional Amendment requiring ALL lottery profits be used

for our children’s education.

For too long the liberals in Richmond took the lottery funds

and used them on government bureaucracy. Senator Newman

wrote and sponsored the successful Constitutional Amendment

Proposing an amendment to the Constitution of Virginia by adding in Article X a section

numbered 7-A relating to the distribution of lottery revenue.

RESOLVED by the Senate, the House of Delegates concurring, a majority of the members

elected to each house agreeing, That the following amendment to the constitution of

Virginia be, and the same hereby is, proposed and referred to the General Assembly at

its first regular session held after the nest general election of members of the House of

Delegates for its concurrence in conformity with the provisions of Section 1 of Article XII of

the constitution of Virginia, namely:

Amend the Constitution of Virginia by adding in Article X a section numbered 7-A as

follows:

ARTICLE X

TAXATION AND FINANCE

Section 7-A. Lottery Proceeds Fund: distribution of lottery revenues

The General Assembly shall establish the Lottery Proceeds Fund. The Fund shall consist

of the net revenues of any lottery conducted by the Commonwealth. Lottery proceeds

shall be appropriated from the Fund to the Commonwealth’s counties, cities and towns,

and the school divisions thereof, to be expended for the purposes of public education.

Any county, city, or town which accepts a distribution from the Fund shall provide its

portion of the cost of maintaining an educational program meeting the standards of quality

prescribed pursuant to Section 2 of Article VIII of this Constitution without the use of

distributions from the Fund.

The General Assembly shall erect such laws as may be necessary to implement the Fund

and the provisions of this section.

The General Assembly may appropriate amounts from the Fund for other purposes only by

a vote of four-fifths of the members voting in each house, the name of each member voting

and how he voted to be recorded in the journal of the house.

The News & Advance

Money raised by the state lottery should be given to localities

to spend on education only, State Sen. Steve Newman said

Thursday, and he plans to continue pushing for a state constitutional

amendment to say so.

However, Newman’s opponent in the fall election says that does

not guarantee an overall increase in school spending.

Lottery supporters told voters in the 1980s, when the lottery

was approved, that profits from the games would go to education.

Newman said the state should keep that promise.

“Over the years the General Assembly has far too often broken

its promise to our children and spent the lottery profits elsewhere,”

he said.

Since its inception 10 years ago, the lottery has earned $3.1

billion for the state.

When we needed to secure $4.3 million to fund the badly needed Job-Center at CVCC, Steve Newman went to

work along with other local legislators. Today, we have started the construction of a state-of-the-art work-force

training center that is training our workers and helping attract new industry.
